Harvest is a good time tracker with invoicing. If your clients want EN 16931 e-invoices, your work runs against purchase orders and your data has to stay in the EU, Consulting Cockpit is built for exactly that.
More and more German companies want an EN 16931 e-invoice, such as ZUGFeRD, not only a PDF.
The client signs a framework agreement and releases hours in purchase orders. A project budget alone does not say which order an hour is billed against.
A client's vendor review wants the company that holds your timesheets and the providers that store them, in writing.
Holidays in one tool, utilisation in a spreadsheet, hours in a third, and month end means copying between them.
One cycle from framework agreement to e-invoice, sized for 5-50 consultants.
Add a client, its framework agreement and the purchase orders under it, each with its own cap, period and hourly rate.
Start a live timer or draw hours on a week calendar. Several timers can run at once, one per client, and every entry is billable or not.
Hours are matched to the valid purchase order, which shows the amount used and what is left. When a cap is reached, new hours move to the next valid order.
Pull billable hours into a timesheet; those entries lock. One button builds the invoice draft, and each invoice is checked against EN 16931 before it can be finished.
Leave requests with approval and public holidays per country, and utilisation, billable and non-billable hours per consultant per month.

As of September 2026, Harvest's privacy policy names Bending Spoons S.p.A. in Milan, Italy, and its security page says it runs on Google Cloud. Consulting Cockpit is built by GRAN Software Solutions GmbH in Berlin and stores data only within the EU/EEA, with European providers.
Harvest's pricing and invoicing pages did not mention EN 16931, ZUGFeRD or XRechnung when we checked in September 2026, so ask Harvest if you need them. Consulting Cockpit produces EN 16931 invoices in ZUGFeRD and checks each one before it can be finished; XRechnung for public-sector clients is not supported yet.
In September 2026 Harvest listed paid plans from $9 per seat a month on annual billing, with extra charges as invoices, projects, clients and tasks grow. Consulting Cockpit has fixed tiers in euros, without VAT, with every feature on every plan: €69 a month for up to 5 users or €149 for up to 20, billed annually.
No. Every plan has the same features; the tiers differ only in the number of users. On Harvest's pricing page (September 2026), the activity log and timesheet approvals sit in the Enterprise plan.
Not automatically: there is no importer for Harvest data today. You add your clients, agreements and team, and start tracking from the first day.
