Yes, Toggl OÜ is based in Tallinn, Estonia, and its privacy policy (September 2026) says some service providers may be in the United States. Consulting Cockpit stores data only within the EU/EEA, with European providers, and turns hours into e-invoices in the same tool.
In September 2026 Toggl's invoicing page described exporting billable hours as CSV or PDF for the invoicing tool you already use. In Consulting Cockpit a timesheet becomes an EN 16931 e-invoice in ZUGFeRD without leaving the tool.
